Actions to enhance bilateral customs cooperation in order to streamline the flow of goods at the Moldovan-Ukrainian border.

The Customs Service of the Republic of Moldova, in collaboration with the State Customs Service of Ukraine, will enhance bilateral cooperation in the facilitation of goods traffic at the Moldovan-Ukrainian border through the launch of a pilot project for the digitalization of the TIR Carnet.
In this regard, the parties initiated a dialogue during a working meeting of representatives from both customs administrations at the Criva-Mamalîga border crossing point, where the prospects of launching a pilot project on the digitalization of TIR Carnet usage procedures were discussed. The event was attended by the Customs Strategic Advisor of the European Union Advisory Mission for Civil Security Sector Reform in Ukraine (EUAM Ukraine), Dorel Fronea.
The legal basis for the implementation of the e-TIR regime is Annex 11 of the Customs Convention on the International Transport of Goods under Cover of TIR Carnets, dated 14.11.1975. The e-TIR regime involves the implementation of the TIR regime through electronic data exchange, providing the functional equivalent of the TIR Carnet. This use of real-time electronic data will minimize border crossing time and facilitate international trade.
Following the discussions, the parties agreed on the next steps for preparing the implementation of the pilot project for the digitalization of the TIR Carnet, based on the use of the TIR Electronic Pre-Declaration (TIR-EPD) system as an information platform.
During the meeting, the parties also addressed issues related to the update of the preliminary notification system in emergency situations at the Moldovan-Ukrainian border, as well as the prospects for the development of joint control.
