The procedure for customs clearance upon removal from the customs territory of goods and merchandise that are the subject of international postal shipments and do not exceed an intrinsic value of 1,000 EUR and are transported by the universal postal service provider has been established. This was approved by the Regulation on the procedure for customs clearance for the export of international postal shipments, transported by the universal postal service provider, approved by Order No. 321-O of the Customs Service on September 6, 2023.
According to the published Regulation, an international postal shipment (IPS) is a postal shipment with the content of goods/merchandise sent by a person from the territory of the Republic of Moldova to an address outside of it.
Thus, the declaration of IPS with an intrinsic value of up to 1,000 Euros (per shipment) is carried out based on the customs postal declaration CN 22/CN23 submitted by the sender. IPS with a value of up to 1,000 Euros (per shipment) containing restricted goods will be declared to the Customs Service by submitting the detailed customs declaration in accordance with the provisions of the Customs Code and the technical regulations for printing, use, and completion of the detailed customs declaration.
Customs clearance of IPS for export is conducted using electronic data exchange between the Customs Service and the universal postal service provider (State Enterprise "Post of Moldova").
The customs postal declaration CN22/CN23 is completed and submitted by the sender through the personal cabinet created on the official website of the State Enterprise "Post of Moldova" or at the counter of the post office, after which it is transmitted to the postal operator together with IPS. Upon completion of the registration operation, the information system automatically assigns an alphanumeric identification number of 13 digits to IPS in accordance with the S10 standard of the Universal Postal Union.
After confirming the submission of IPS in the postal information system, the dataset contained in the customs postal declaration CN22/CN23 is automatically transmitted to the Integrated Customs Information System "ASYCUDA World."
The Regulation on the procedure for customs clearance for the export of international postal shipments, transported by the universal postal service provider, was published in the Official Gazette on September 22 of the current year and entered into force on the date of publication.
